Membership Rights & Responsibilities

Our communities have become unaffordable and gentrified. TICLT’s mission is to decommodify real estate by creating perpetual affordable housing, affordable commercial spaces for small local businesses, accessible artistic and cultural spaces, urban greening, and community gardens; to restore our environment and our relationship to the land; and to help grow our collective consciousness through organizing and education.

All TICLT voting members have certain rights and responsibilities. As a voting member, you will be able to cast one vote on all matters put before our members for consideration. You will be able to nominate others, run yourself, and participate in the election of the Board, according to our bylaws. Voting members will have the power to vote on the amount of membership dues, the sale of any land, any alteration of the “resale formula” and any amendments to our bylaws. Every member is also required to pay dues (on a sliding fee basis, according to individual ability), undergo training, and participate in membership meetings. TICLT operates under a membership structure to give the residents in our community agency and power for communal decision-making and communal stewardship of land.

Membership Qualifications

All members must either live, work or serve in the community for longer than 5 years, or be of Kumeyaay descent - tribalized or not. 

  • All members must align with our mission and values.

  • All members must undergo one training on Community Land Trusts and communal land stewardship. 

  • At all times, our membership will be 51% low-income.

Membership is not guaranteed. All applications are subject to review and approval by the TICLT Board of Directors.

Our Board of Directors Model

Tierras Indígenas Community Land Trust is governed by a Board of Directors is made up of 12 seats that represent our community in 3 categories: Lessee Representatives, Community Representatives and Technical Expert Representatives. Each Board member serves a 4-year term, terming out after two consecutive terms. All nominated and elected Board Members must be TICLT general members in good standing.

Leaseholder Representatives are nominated from TICLT residential or commercial tenants.

Community Representatives are nominated from any one of the following categories: Artist/Artisan, Medical Practitioner/Herbalist/Healer, Danzante, Historian/Historical Perspective, Organizer/Chicano Movement, Educational/Educator.

Expert/Technical Representatives are nominated in each of the following categories: Environmental Justice expert, Financial/Technical/Acquisition expert, Chicano Park representative, Ecologist/Biologist.

TICLT Board of Directors are responsible for ensuring that the purposes of the organization are carried out. This includes engaging in the strategic planning of the organization, while overseeing the implementation of the decisions of the general membership and the general management of the organization. This includes approving organizational and project budgets; personnel policies; maintenance of financial records, reports and legal documents; disbursement of organization funds; as well as agenda and minutes management for both Board of Director meetings and Membership meetings. While the Board does not does not execute the the day-to-day tasks, they track, review and approve the processes and procedures to ensure responsibilities are met. The Executive Director reports directly to the Board and presents to them for approval all matters that are subject to their vote.

All Directors have equal presenting and decision making power and all decisions are made by a 75% affirmative vote of the quorum present. TICLT Board of Directors meets on a monthly basis.

The next election for TICLT Board of Directors will take place Quarter 4 of 2026. All members will be notified of upcoming elections, as required by our bylaws. Use Our Space!

TICLT currently activates indoor and outdoor spaces at our facility. Our indoor space is approximately 1,200sf and our outdoor space is approximately 1,500sf. Space rentals include the use of our single bathroom. Please be aware that electrical outlets are limited while the property undergoes rehabilitation. TICLT expects that all users of these spaces take on the responsibility of set up and take down for events, as well as clean-up.

See our pay scale detailed below. Sliding fee is available. All members of TICLT can use venue spaces at no cost.

TICLT is privately owned and is off limits to Immigration and Customs Enforcement (ICE) without a signed judicial warrant. Protocol is in place to protect individuals who are in our event space.
